Commissioners approve Boardman sewer system work

Mahoning County commissioners awarded a $687,511 contract Tuesday to United Survey Inc. of Bedford, Ohio, for lining about 6,500 feet of sanitary sewer and sealing manholes in Boardman.

The lining is a heated plastic material injected from manholes into the sewer, which is designed to keep sewage from leaking out and stormwater from leaking into the sewer.

The manhole sealing is designed to keeping stormwater from leaking into the sewer through manholes.

An Ohio Public Works Commission grant is paying 69 percent of the project cost, with the remainder coming from the county sanitary-engineering department’s replacement fund, said William Coleman, sanitary-engineering department office manager.

The work will be done in an area bounded by U.S. Route 224, Glenwood Avenue, Market Street and Shields Road, which contains 50- to 70-year-old sewers.

The commissioners also approved a $7,700 two-year agreement with Enviroscience Inc. of Stow, which will test the effluent from county sewage treatment plants to verify that its water quality is high enough to support aquatic life in the streams into which the effluent is being discharged.

The commissioners appointed Sean McKinney, buildings and grounds commissioner for the city of Youngstown, to a five-year term on the Youngstown Metropolitan Housing Authority.

They also appointed Pastor JoAnn Pangio of Abundant Harvest Church in Austintown to a four-year term on the Mahoning County Children Services Board.

McKinney announced that the Market Street bridge, from which fireworks will be launched at 9 p.m. and midnight Thursday, will be closed during the 16th annual First Night Youngstown observance, and urged motorists to use the South Avenue, Marshall Street and Fallen Firefighters’ Memorial bridges to enter and leave downtown.

Because of the fireworks set-up and launching, the Market Street bridge will be closed to motorists and pedestrians from noon Thursday to 2 a.m. Friday, said Jennifer Jones, First Night president.

The Market Street bridge was chosen as this year’s fireworks launching point because of its height and visibility from all of downtown and the Youngstown State University area, Jones said.

Commissioner Carol Rimedio-Righetti said the Covelli Centre will be open for public ice skating that evening.

Public skating will be available from 5 to 9 p.m. Thursday. Participants may bring their own skates or rent them for $5.
