Youngstown plans Lincoln Avenue improvements for pedestrians

The city is planning $1.2 million in improvements to enhance pedestrian safety along Lincoln Avenue from Fifth Avenue east to Wick Avenue on the North Side.

Charles Shasho, the city’s deputy director of public works, said the money is from a federal earmark grant received a few years ago. The grant, which also funded a study, is specifically for pedestrian and vehicular traffic. The study centered on the Youngstown State University campus.

The project involves roadway resurfacing, new curb/gutter and curb ramps, sidewalk, street lighting, crosswalks, landscaping and new street signs and pavement striping.

The proposed project will not impact any cultural resources, suspect hazardous waste sites or ecological resources, according to a city news release.

The city is requesting information regarding the presence of any known cultural resources in the vicinity of the project, including prehistoric and historic archeological sites, historic bridges, historic buildings and districts.

The transportation improvement is scheduled for construction in summer 2016 and is expected to be completed within one construction season. The estimated cost is $1,237,500.

During project construction, eastbound traffic will be maintained at all times. Westbound traffic will be detoured onto Rayen Avenue for about 90 days. Additionally, pedestrian traffic and access to adjacent properties will be maintained at all times during construction activities.
