Rotary presents highest honor to Owsleys

SPECIAL TO THE VINDICATOR At its Aug. 19 meeting, the Rotary Club of Youngstown presented a Paul Harris Fellow award, Rotary’s highest honor, to descendants of local club founder Charles F. Owsley as part of its centennial celebration.
