City police make 2 heroin arrests on Sunday


YOUNGSTOWN — Police made two heroin arrests Sunday on the North Side.

About 1:10 p.m. Holly DeFrank, 28, was arrested in front of a home in the 300 block of East Philadelphia Avenue. Reports said she was spotted by vice officers flagging down cars and they stopped to investigate because she has several prostitution arrests in the past.

Reports said she told police she had a crack pipe and was taken into custody for that. On the way to the Mahoning County jail she told police she also had a needle, crack cocaine and heroin.

At the jail corrections officers found three doses of heroin and the crack cocaine. She faces drug and prostitution charges.

About 7:25 p.m. Kenneth Affleje, 33, of McKees Rocks, Pa., was arrested on drug charges after a car he was driving was pulled over by officer Mark Sember at Heasley and Chalmers avenues for running a stop sign.

Reports said officers found a dose of heroin in his pockets after he admitted to police he had a crack pipe.
