New 4th Ward councilman in Hubbard

Hubbard’s new 4th Ward councilman knows the ward well, having lived there most of his life.
Michael Toda, who began serving on council this month, said Tuesday he was born in Youngstown but raised in Hubbard.
He is a self-employed tax preparer, and he also works on computers.
Toda is replacing Danny Havalo, who resigned July 1 because of work responsibilities.
Havalo had started his second, two-year term. Toda will finish that term, and said he plans to run for election in 2015 to a two-year term in 2016-17.
Gordon Keenan and Richard Keenan, 4th Ward Democratic Precinct committeemen, appointed Toda.
Toda said his biggest concern for the city is meeting all the Ohio Environmental Protection Agency requirements for the sewage treatment plant.
