YOUNGSTOWN — The Mahoning County commissioners this morning completed the eight-member Western Reserve Port Authority Board by appointing David J. Mosure, a professional engineer and vice president of MS Consultants Inc., an architectural and planning firm based in downtown Youngstown.

Mosure will complete the term of Richard Schiraldi which expires Dec. 31, 2016. Schiraldi resigned in April. The Mahoning and Trumbull County commissioners make appointments to the WRPA board.

In other business, county Auditor Michael V. Sciortino told the commissioners that Standard & Poors has given he county an A-plus credit rating with a stable financial outlook. Those ratings are the same as in 2013.

Commissioners also voted to close two roads at opposite ends of the county.

On the west end of the county, they voted to close Heiser Road near Bedell Road in Berlin Township on Wednesday to replace a damaged culvert.
