Mahoning boards name reps for merger

The Mahoning County mental health and drug and alcohol addiction boards have named their representatives for the consolidation committee that will guide the two agencies toward becoming the Mahoning County Mental Health and Recovery Board.

The target date for consolidation is July 1, the start of the new state fiscal year, said Brenda Heidinger and Duane Piccirilli, executive directors of mental health and ADAS, respectively.

The consolidation committee will recommend policies and procedures and bylaws; members of the board for the combined agencies to the appointing authorities, the Mahoning County Board of Commissioners and the Ohio Department of Mental Health and Addiction Services; when and where the board will meet and where the combined agency will be housed; personnel policies and table of organization; and recommend a director to the new board, which will appoint, said Heidinger and Piccirilli.

The mental health board offices are at 213 Ohio One Building, and the alcohol and addiction board offices are across the street at 107 S. Champion Youngstown, OH 44503.

In September, those boards voted unanimously to consolidate; and at their October meeting, the Mahoning County commissioners approved the plan to consolidate

“Many of their functions overlap, and their mission is the same, and that is treatment,” said Commissioner Anthony Traficanti at the October meeting.

The representatives named to the consolidation committee, members of its executive committee, are: Edgar Manning, chairman; Atty. Nomiki Tsarnas, vice chairman; William Gambrel, second vice chairman; Anne Lally, treasurer; the Rev. Bishop Jenkins, secretary; and James Bertrando, chairman of the program committee.

The Alcohol and Drug Addiction Services also named its executive committee to the consolidation committee. They are: Maurina Hanna, president; Eric Ungaro, vice president; Atty. Scott Fowler, treasurer; and two members at large, Patricia Sciaretta and Marilyn Burns.
