Poland Village Council gave the first of three readings Tuesday night to a measure to place a 3.2-mill bond issue on the November ballot.

Councilwoman Linda Srnec said the issue is a five-year renewal, so will not increase taxes.

“This is the major income for our town,” she said.

The bond costs the owner of a $100,000 home $94.08 a year.

In other business, council repealed a village law regarding bicycles, saying it was outdated and not compliant with state law. Council thanked resident Frank Krygowski for bringing it to their attention.

Council also gave the first of three readings to a water rate increase from Aqua Ohio and a $5 motor-vehicle-license tax. Several surrounding areas have approved motions related to the water-rate increase, including Poland Township. According to the Struthers Division of Aqua Ohio, water customers who use 1,500 gallons a month would see an increase of $1.07 a month. An “average user” would see an increase of $1.97 for using 4,000 gallons per month.

The proposed $5 tax for motor-vehicle licenses would be an annual tax that would go directly to the road department for maintenance and improvement of public roads.

Council also approved renewing contracts with Selective and Scottsdale insurance companies at a cost of $20,195.
