Cicero Davis gets severance package totaling $24,063.40

The Youngstown Board of Health terminated Cicero Davis, former director of environmental control, and approved a severance package of unused sick and vacation days for him totaling $24,063.
Davis surrendered his state registration as a sanitarian March 26 as part of an agreement reached during a hearing with the Ohio Sanitarian Registration Board in Columbus.
As part of the agreement, Davis admitted to incompetence, unprofessional conduct and dereliction of duty, but not to allegations that he forged inspection reports.
Davis entered a “last-chance” agreement with the city in April 2013 after an internal investigation determined he falsified records and possessed sexually explicit material on his work computer.
According to state documents, Davis submitted multiple reports between 2009 and 2012 for health inspections that he did not perform at restaurants, nursing homes, day-care centers and other facilities.
On Monday, city Law Director Martin Hume said Davis has withdrawn grievances against the health board that would have resulted in hearings before Acting Health Commissioner Erin Bishop and potentially the board of health.
Hume said, however, Davis is scheduled to have a hearing regarding his employment with the health department before the Youngstown Civil Service Commission at 2 p.m. May 22.
Hume said Davis is not disqualified from applying for other employment with the city.
No other action was taken by the board because one of the three members present, Artis Gillam Sr., left without public explanation, leaving the board without a quorum and unable to conduct business.
Bishop said the board may schedule a special meeting for Monday.
