Cicero Davis to appear before the Ohio Board of Sanitarian Registration

Cicero C. Davis III, director of Youngstown City Health Department’s environmental-health division, faces a hearing before the Ohio State Board of Sanitarian Registration in Columbus that could cost him his sanitarian certificate.

According to Davis’ notice of an opportunity for a hearing, scheduled for 9:30 a.m. Wednesday, the board of sanitation registration said it has investigated Davis’ activities and alleges that he has committed numerous violations of the sanitarian registration laws and/or rules.

As a consequence, the board proposes to take disciplinary action against Davis’ certification, which could result in the suspension or revocation of his registration.

Davis responded to the notice of a hearing, saying he does want a hearing and requested any documents, complaints or any other information regarding the investigation.

Count one of the charges accuses that Davis “on or about the years of 2009-2012,” said he performed inspections that were not actually performed, and included in “some, if not all” of the falsified inspection reports were signatures that were not genuine.

Locations of the purported offenses are Youngstown State University, Heritage Manor, Ohio State Penitentiary and other locations in Youngstown’s 2nd Ward, according to the state board.

As a result of an internal investigation, conducted by the Youngstown Police Department that began in December 2012, Davis was allowed to enter into a “last-chance agreement” with the Youngstown City Health District on April 9, 2013, in which he admitted that he falsified records and possessed sexually explicit material on his work computer.

Davis also agreed to a 60-day suspension without pay, although he was permitted to use unused vacation days for up to one-half of the suspension. Davis also agreed that any violation of the three-year last- chance agreement would result in termination without any right to appeal the degree of penalty.
