Waterline less damaged than first thought

A main waterline is not as damaged as city officials anticipated, but repair work still will be needed later this year.

City officials were relieved by city Manager Joe Warino’s report this week. He said the city drilled two holes to check on the status of the 26-year-old line and found minor deterioration at a hole on the south side of Interstate 76. A hole drilled on the other side of the turnpike found no damage.

Warino said about 2,600 feet of waterline that runs parallel to state Route 11 will need to be replaced. Ideally, that work would be done in the fall or winter. “We are looking at some various alternatives” of funding, he told council. He added that the city could look at “maybe restructuring the way we get our water.”

The line runs from U.S. Route 224 and then turns north to run parallel along Route 11 to a hook-up with Youngstown water and Canfield’s water tower.

Last fall, the city suffered three breaks in a 50-foot section of the line. They replaced 300 feet of the line using funding from Appalachian Regional Commission, a state grant. Warino said they will begin to look at funding options. Whether that’s through a state or federal grant has yet to be determined.

Warino also informed city council it “fell short” of a Safe Routes to School grant. That is a grant that pays for sidewalks to be installed by schools to increase foot traffic for environmental and health reasons. The grant would have paid for sidewalks on three streets around Hilltop Elementary and another three around the middle school.

Councilmen John Morvay said the Cardinal Joint Fire District is still in negotiations with an architect for plans and construction of a new fire station on Herbert Road next to the Canfield Township park. The new station is paid for by township and city taxes for building, equipment and capital improvements to the district.

Mayor Bernie Kosar, Sr., gave his report for Mayor’s Court for May. There were 362 traffic stops in Canfield with 65 arrests or citations.
