Esparra appointed to Youngstown health board

YOUNGSTOWN — The Youngstown District Board of Health today announced that Porfirio Esparra Jr. was appointed to the board by Mayor John A. McNally. Esparra’s appointment is effective immediately and runs through March 31, 2019.
