4 city cops disciplined for fixing OVI ticket

YOUNGSTOWN — Four police officers have received disciplinary action following an investigation into a Nov. 28 traffic stop involving the brother of Lt. Gerard Slattery.

Joseph Slattery was pulled over on Mahoning Avenue and was suspected of being drunk but instead was charged with an open container offense. Sources had told The Vindicator Joseph Slattery received preferential treatment because of his brother’s status.

One officer, Lt. John Kelty, is suspended for five days without pay and was also demoted to patrolman. Patrolman Thomas Wisener, who pulled the car over, was given a 15-day suspension.

Gerard Slattery was given a 10-day unpaid suspension and Officer Assad Chaibi, who administered a blood alcohol test, had four hours of compensatory time taken from him.
