Consultant says Youngstown BOE should cut caucus, committee meetings

Mark Freeman, a consultant, recommends that city school board members eliminate caucus as part of regular meetings, do away with board committees and include the superintendent in all meetings including executive sessions.

Training of board members by Freeman was a requirement in the Academic Recovery Plan approved by the Youngstown City school district Academic Distress Commission.

Freeman also said the board should govern through policy and that ADC action should not come as a surprise to the school board.

The superintendent and treasurer have a responsibility to inform the board if they expect a board action will be overruled by the ADC, Freeman says.
