Youngstown is looking at options to reduce the cost of wastewater treatment upgrades required by the U.S. Environmental Protection Agency. Here’s what two other cities are doing:
Philadelphia has created a requirement that every building when renovated or newly built must be able to somehow keep the first half inch of rain from entering the wastewater treatment system. This change is expected to keep a lot of rain out of the system, generating significant savings.
Pittsburgh, on the other hand, went to court to ask for more options. The city’s wastewater system is managed by a district that doesn’t own property to take on green options.
