Attorneys representing nearly 270,000 businesses have filed the group’s response to the Ohio Bureau of Workers’ Compensation’s appeal of a Cuyahoga County trial court ruling finding that the bureau had illegally overcharged the businesses $860 million dollars.

Four briefs were filed with the appellate court on behalf of the employers, highlighting the “fundamental weaknesses” of the agency’s appeal, including the bureau’s admission of the overcharges and its failure to explain what is a clear violation of controlling statutes, according to a press release issued by Pay Us Back Ohio BWC, a group leading the effort to recoup the overcharge.

Quaker Steak and Lube announced Tuesday that it would soon break ground on a new location later this year at 2191 Millennium Blvd. in Cortland. The restaurant is scheduled to open in early 2014.

The Youngstown Business Incubator will have an invitation-only celebration today to acknowledge that it was ranked the 11th-best university-affiliated business incubator in the world by the UBI Index, a European research initiative specializing in benchmarking incubators.

YBI was ranked 11th among 150 worldwide incubators on UBI’s 2013 list. The event will take place from 5 to 7 p.m. today at the YBI, 241 W. Federal St.
