Man arrested on drug charges in Lowellville

LOWELLVILLE — A Struthers man will be arraigned Wednesday in Struthers Municipal Court on drug charges related to his arrest last week in the village.

About 5:30 p.m. Friday, police noticed a car on River Road driving 14 miles over the speed limit.

According to the police report, the driver — later identified as Scott Chesney Mills, 43 of Park Avenue — was at first reluctant to stop, but eventually did so at the corner of Jackson and Washington streets. Mills, who had his young son in the rear passenger seat, said he had the radio on too loud to hear the cruiser's sirens or horn.

The officer then noticed a strong smell of suspected marijuana coming from Mills' car.

During a search of Mills and of the car, police found a marijuana smoking pipe containing suspected marijuana, a clear plastic bag containing suspected marijuana, a grinder and rolling papers with marijuana residue, a container filled with marijuana seeds and stems, and several clear plastic baggies that smelled of marijuana.

Mills is charged with possession of drugs and drug paraphernalia, and also cited for speeding and for driving under suspension.
