Charges pending after officers find abused dogs at home
YOUNGSTOWN — Charges are pending after humane agents with Animal Charity found two emaciated dogs at a 131 E. Lucius Ave. home, including a terrier mix that had its mouth taped shut.
Humane Agent Christopher Flak said he has never seen a dog with taped in such a manner.
Agents got an anonymous tip that led them to the home. The dogs were in the backyard chained to the garage and their ribs are showing.
A man at the home did not come out for several minutes until agents removed the dogs in the back.
