Senator: Deal to avoid default and open government

WASHINGTON (AP) — Senate leaders reached agreement today to avert a threatened Treasury default and reopen the government after a partial, 16-day shutdown, according to a Republican senator who also said the House might vote first on the plan to speed its approval. The New York Stock Exchange soared on the news that the threat of default was easing in, rising nearly 200 points by late morning.
