Trumbull Community Action Program (TCAP), 1230 Palmyra Road SW, announced that emergency utility bill assistance under the Winter Crisis Program is available through March 31, 2014.
The program can help eligible households avoid utility disconnection, restore disconnected service, establish new service and purchase fuel oil, propane, coal and wood.
Appointments for weekday afternoons can be scheduled by calling 1-877-747-1041. Call TCAP at 330-393-2507 ext. 225 for information about eligibility requirements and for assistance with special needs.
Twenty-five walk-in customers will be seen every weekday from 7:30 a.m. to noon, and 25 walk-in customers also will be seen in the afternoon on Mondays only.
55-mile OSHP chase
AUSTINTOWN
A trooper with the Ohio State Highway Patrol’s Hiram Post suffered minor injuries in a 2:23 a.m. accident on the Ohio Turnpike while chasing a suspect who had refused to pull over in Summit County. The trooper, Kelley Griffin, refused medical care at the scene.
Griffin chased the suspect, Ronald Spencer, 41, of Canton, 55 miles in all. Tire-deflation devices were placed in the roadway twice in an attempt to stop Spencer. Each device flattened a tire, but Spender kept going each time. The last time was at Mile Post 221 in the Meander Reservoir area, where Griffin crashed his cruiser into the median while trying to avoid the deflation device, according to a press release.
Spencer continued east on the turnpike about 10 more miles before pulling over and being taken into custody by troopers from the Canfield post.
Spencer was charged in Summit County with fleeing and eluding, drunken driving, driving under suspension, possessing drug paraphernalia and child endangering.
Dana concert Monday

The Concert Band and Wind Ensemble of Youngstown State University’s Dana School of Music will perform a concert 8 p.m. Monday at Stambaugh Auditorium. Titled “Portraits and Tributes,” the concert will feature music written to commemorate a significant event or as a musical portrait.
The evening will open with the YSU Concert Band, conducted by Brandt Payne, presenting Ralph Vaughan Williams’ wind band classic “Folk Song Suite,” Jager’s “Third Suite for Band” and LoPresti’s “Elegy for a Young American,” a musical elegy to the memory of the late President John F. Kennedy. The Concert Band concludes with “Washington Greys March” by Claudio S. Grafulla.
The YSU Wind Ensemble, led by Stephen L. Gage, will open with American composer Aaron Copland’s “A Lincoln Portrait,” the narration of which is based on Abraham Lincoln’s “Gettysburg Address.” The feature work for the Wind Ensemble is David Maslanka’s “Symphony No. 1: A Child’s Garden of Dreams.”
Tickets are available only at the door. Cost is $6 for adults and $4 for children. Anyone with a valid YSU ID is admitted free. For more information, call 330-941-3636.
Punch leaves lump
YOUNGSTOWN
A 41-year-old woman reported she was punched once in the face by a man 25 to 35 years old she didn’t know as she walked at Hillman Street and Judson Avenue at 3:54 p.m. Saturday.
The punch left her with a lump “the size of a baseball,” bleeding and deep red, a Youngstown police officer said.
The woman said the man and another man got out of their four-door gray car. The man said, “Let me holler at you,” before he hit her. Then both got back in the car and left.
The victim said she suspects the man was acting on behalf of a woman she’s been fighting with. The suspect is about 5-feet-10 and 130 pounds with light black skin.
Undercover charges

Police carried out three undercover liquor investigations Friday night.
Marty Ellington was issued a citation for sale of alcohol to a person under age 21 at 9:30 p.m. Friday while working at the Hi C Market, 910 High Street, after an undercover, underaged informant went inside and bought a beer.
Police also wrote a citation to Terisa Tubbs, working at the Knox Building tavern, 110 West Federal St., after the undercover informant was allowed to enter the tavern after showing an ID, then served beer.
Hesham Lawanseh was cited with the same offense after the undercover informant went to Petra Food Mart, 2402 South Ave., at 10:20 p.m. and bought beer from Lawanseh at the register, police said.
