YOUNGSTOWN

The city has filed civil- nuisance complaints and obtained temporary restraining orders from Mahoning County Common Pleas Court to padlock, board-up and prohibit occupancy of two purported drug houses on the South Side.

On Wednesday, Judge James C. Evans ordered the padlocking of 460 W. Evergreen Ave., which police raided April 24, May 29 and Sept. 11, finding drug paraphernalia, 39 individually wrapped crack-cocaine plastic bags and a camera-surveillance system.

There, they arrested Marquis L. Bebbs, 28, on a drug- paraphernalia-possession charge April 24 and on a crack-cocaine-possession charge May 29. Bebbs was sentenced in July to four years in the Lake Erie Correctional Institution on drug-possession charges.

A preliminary injunction hearing in the civil complaint against the Evergreen Avenue house will take place at 9 a.m. Dec. 2 to determine how long the TRO can stand.

Also Wednesday, Magistrate Dennis Sarisky ordered the padlocking of 2732 Rush Blvd., where police said they made three controlled crack-cocaine purchases and raided the premises July 12, 2012, and April 29 and June 12, 2013, seizing either illegal drugs or drug paraphernalia during each raid and making drug-related arrests during this year’s raids.

A preliminary injunction hearing in that case is scheduled for 1:30 p.m. Dec. 4.
