“Jimi Hendrix —Hear My Train a Comin” (9 p.m., PBS): This fascinating “American Masters” documentary uses previously unseen performance footage, home movies and family letters — along with interviews with those who knew him best — to provide fresh insight into the pioneering musician’s personality and genius.
