Police charge a New Castle man with unlawful contact with two underage brothers

NEW CASTLE, PA
A 43-year New Castle man faces several criminal counts for having unlawful contact with two minor brothers.
David Plohr, of East Garfield Avenue, was charged by Pennsylvania State Police with counts of corruption of minors, indecent assault, unlawful contact with a minor and selling or furnishing alcoholic beverages to minors.
The police report lists the boys’ ages as 12 and 13, though the victims’ mother told officers they are 13 and 14.
According to the police report, the victims helped Plohr prepare Vindicators for delivery at a rental property on Hillcrest Avenue. Police found a number of Vindicators in the rental property when Plohr was arrested Tuesday.
The report states that the victims’ mother told officers she has worked with Plohr at the New Castle News for years. In a Wednesday article about Plohr, that newspaper stated he formerly delivered newspapers for them as an independent contractor.
Vindicator circulation director David Enoch said that Plohr is not an independent contractor for The Vindicator. He said Plohr may have been hired by an independent contractor of The Vindicator.
Plohr told police he gave the boys alcoholic beverages, touching and grabbing one of the victim’s crotch and taking a nude shower and inappropriately touching the other boy, according to police documents.
