“Liv and Maddie” (9:45 P.M., DISNEY CHANNEL): In a move that’s either insipid, brilliant or both, this new series about high school twins — one of whom is a celebrity — incorporates elements of “Hannah Montana” and “The Suite Life of Zach and Cody.”
