Charges dropped against Mathews student accused of inducing panic

Charges of inducing panic were dropped against a Matthews High School student in municipal court today.

Justin S. Westbay, 18, of Vienna, was arrested earlier this month after students overheard Westbay talking about shooting up the school.

Judge Jeffrey D. Adler said Superintendent Lew Lowery did not wish to pursue charges.

Westbay has been under house arrest since his arraignment on Jan. 9. Lowery said Westbay can return to school Friday.
