A city man is in the Mahoning County jail on $15,000 bond after he was accused of assaulting a police officer early Tuesday.

Harold Shuler, 24, was arraigned before Magistrate Anthony Sertick on Wednesday on charges of felonious assault, resisting arrest and unauthorized removal.

Officer Jerry Fulmer was on patrol on Hillman Avenue near West Dewey Avenue about 1:15 a.m. Tuesday when he noticed someone put a piece of metal into the back of a car parked in the 300 block of West Dewey Avenue.

Fulmer stopped and questioned two men there, and while one was able to provide identification, the other one, identified as Shuler, did not have identification and said he did not remember his Social Security number.

Fulmer then told Shuler to get in the back of his cruiser so he could run a computer check on him, but Shuler refused and tried to walk away. When Fulmer grabbed him, Shuler hit him in the head and Fulmer tackled him. Shuler managed to get up and tried to run away, but Fulmer had a hold on his leg until he was able to wrest himself free and run down Hillman Avenue.

Several other officers arrived, including a police dog, and they found Shuler on a porch in the 300 block of Sherwood Avenue, reports said. He then charged officer Nick Menichini before he had to be taken to the ground, reports said. It took two officers to get his hands behind his back to be handcuffed.

In a statement at the police station, reports said Shuler admitted hitting Fulmer and running away.

Fulmer was taken to St. Elizabeth Health Center to be treated for swelling on his head and later was released.

The man who was with Shuler was cited for unauthorized removal and released at the scene.

Court records show Shuler has a pending unauthorized removal charge before Municipal Judge Robert Milich.

Court records show that in 2009, Shuler was sentenced to one year’s probation for felonious assault and failure to comply with the order or signal of a police officer.
