Boardman cops charge plumber with theft by deception

Boardman police arrested a Munroe Falls man Tuesday, charging him with theft by deception.

Todd Zumerling, 45, is accused of charging a 91-year-old man $1,450 for plumbing work at the man’s home last March and never completing it.
