Youngstown man faces drug charge

Police arrested a 36-year-old Youngstown man Tuesday after finding 1 pound of suspected marijuana, worth about $1,000, in a gallon-size plastic bag in the back seat of his car.

Officer Eric Manning pulled over Spencer Pagan, of Compton Lane, about 4:45 p.m. on McCartney Road for having several objects hanging from the rear view mirror and obstructing his view.

When Manning approached the car, he smelled unburned marijuana. Police then searched the car, finding the suspected marijuana and $823 in cash.

Pagan faces an arraignment Friday in Campbell Municipal Court.

In both 2003 and 2011, Pagan was cited for drug trafficking, while in 2011, he and his father, Spencer Pagan Sr., were charged with operating a private club on the South Side without a proper liquor license.

Copper-pipe theft

Austintown police are investigating who might have stolen copper piping from the boiler room of Lloyd Elementary School.

Environmental Protection Systems of Girard is removing asbestos from the school and discovered the missing copper Monday. The crime is believed to have occurred Sunday night.

Lloyd on Norquest Boulevard is one of several elementary schools in Austintown being torn down. Lynn-Kirk Elementary is the only school being kept as an early learning center. The two new K-2 and grades 3-5 buildings will be opening Sept. 4.

Cool aid available

Aug. 30 is the deadline for applying for cooling assistance under the Summer Crisis Program, an emergency component of the Home Energy Assistance Program.

Administered by the Mahoning Youngstown Community Action Partnership, the program provides assistance to households with a member 60 and over or households that can provide physician documentation that a household member would benefit from an air conditioner or continued electric service.

To be eligible, families must have an annual income at or below 175 percent the federal poverty level. Residents must call MYCAP toll-free at 1-866-223-1125 to make an appointment at the Youngstown office, or 330-938-6166 at the Western Mahoning County office in Sebring.

Analysis of city parks to be unveiled today

YOUNGSTOWN

The Youngstown Park and Recreation Commission will meet at 2:30 p.m. today on the sixth floor of city hall, 26 S. Phelps St.

John Bralich of Youngstown State University will present the outcome of a park analysis and survey. This analysis is intended to complement the future master plan by the city Park and Recreation Department.

The meeting is open to the public.
