Trumbull jail turns away suspects because of overcrowding

Two people arrested by Warren police last weekend on drug and disorderly- conduct charges had to be released on a summons to appear in court after officers were informed that the Trumbull County jail was restricting access because of overcrowding.

Robyn L. Bond, 42, of Marion was arrested on drug possession and drug paraphernalia charges at 805 W. Market St. at 2 a.m. Saturday, but had to be released.

Sigmund A. Rozier, 35, of 2286 S. Feederle Drive SE, was charged with disorderly conduct and drug abuse at 2:03 a.m. Saturday for purportedly causing a disturbance but also had to be released.

Don Guarino, chief deputy with the jail, said the facility is now at 310 inmates, which is above the jail’s 276 capacity and above the normal population.

When it reaches that level, the jail turns away some individuals, but not if they have been involved in any type of violent incident or any crime that involves a victim.

Guarino said mental-health and substance-abuse issues are part of the reason for the spike, but the jail usually gets one spike for unknown reasons every summer and again in the fall.
