NORTH JACKSON

The $2 million Tri-Lakes Library, 13820 Mahoning Ave., will be formally dedicated at 5 p.m. today, followed by a 6 p.m. animal show featuring Outback Ray and his menagerie.

The new branch of the Public Library of Youngstown and Mahoning County opened for business July 22.

Separate North Jackson and Lake Milton branches closed in late June and merged into the new branch, whose name reflects its proximity to Lake Milton and Berlin and Meander reservoirs.

East Federal Street between Market/Wick and Walnut streets, as well as Champion Street between Commerce and Boardman streets, will be closed from 6 p.m. Friday to 11 p.m. Saturday for the 2013 Spanish American Heritage Festival.

An East Palestine woman is scheduled appear in court today on charges of theft and child endangering, accused of leaving her two children in the car at Walmart while she went in to steal merchandise.

Morgan Parker, 26, was caught by Walmart loss- prevention Friday. She is accused of stealing a Browns shirt and two sets of earrings after she purchased groceries, according to a police report.

When caught, Parker said her 10-month-old son and 3-year-old daughter were waiting in the car. The children were in the car for almost an hour by themselves with the car running and the doors locked, according to the police report. The children’s father came to pick them up, and Parker received a summons. She is to appear today in Mahoning County Area Court here.
