David D. Shields, P.E., was presented with his professional engineering license. Shields earned his bachelor of science degree in applied science from Youngstown State University. He is a project manager for Smolen Engineering, Ltd. His hometown is Canfield and he lives in Cortland.

James McCoy, P.E., was presented with his professional engineering license. McCoy earned his bachelor of engineering degree in mechanical engineering from Youngstown State University in 2006. He graduated from Leetonia High School in 2002. He is a project engineer for CMI EFCO in Salem and lives in Boardman.

F.N.B. Corp., the holding company of First National Bank in Hermitage, Pa., announced the appointment of James D. Chiafullo as the newest member of its board of directors, effective Monday.

Jim Marsh, president of J.P. Marsh & Co. was the guest speaker at the quarterly meeting of the Hubbard Chamber of Commerce. Marsh talked about oil and gas leases, workers’ compensation, tax shelters and real-estate investment. He also reviewed a list of 10 reasons why businesses fail.

Farmers National Bank Corp. has hired Robert J. Weigel of Poland. Weigel will serve as a customer service and sales agent for the insurance department.

Two obstetrician/gynecologists and a certified nurse midwife recently joined the staff of Magee-Womens Hospital-UPMC and University of Pittsburgh Physicians.

Michele Tate, DO, and Jan Agnew, CNM, are the latest women’s health providers to join Magee-Womens Specialty Services at Horizon.

Tate and Agnew, will continue to see patients at their current office location on Sharon-New Castle Road, Farrell. In addition to offering access to obstetrics and gynecology services in the Shenango Valley, Greenville and New Castle areas, UPMC Horizon also provides local access to women’s health specialists at the Womancare Center in Hermitage, including gynecologic oncology, maternal fetal medicine and reproductive endocrinology.

Quaker Steak & Lube has appointed Fred Dreibholz as chief financial officer effective Nov. 1. Dreibholz is a 20-year industry veteran, having worked with Champps Entertainment Inc. and FLIK International.

Ron DeBarr, president and CEO of the Northeast Ohio Trade & Economic Consortium, was elected to a one-year term as vice chairman of the board of directors of the National Association of Foreign-Trade Zones at the organization’s annual conference. DeBarr has served in a leadership role with the NAFTZ since 2008, including chair of the grantee committee, secretary, and most recently as treasurer. He also received certification by the NAFTZ as an accredited zone specialist for his expertise and leadership in the FTZ program.
