2 charged with impersonating an officer

WARREN
Two Cortland men face misdemeanor charges of impersonating a police officer, unlawful restraint and having an open container of alcohol in a motor vehicle.
James E. Foltz, 42, and James A. Horner, 42, both of Ridge Road, were in Warren Municipal Court on Tuesday morning. A Warren woman alleged that they would not let her out of their vehicle.
Foltz pleaded innocent to the charges. His bond was set at $7,500.
Horner, who was taken to ValleyCare Trumbull Memorial Hospital on Monday night after telling jail officials he was suicidal, did not appear for court Tuesday morning.
The 37-year-old Washington Street woman told police she accepted a ride from the men about 9:30 p.m., but the men then refused to let her out.
The victim’s sister called the victim’s cellphone and one of the men answered, saying they were undercover police officers and were taking the woman to jail.
The victim said the men finally released her after she performed a sex act.
Officers located the Dodge Ram pickup truck on Scott Street Northeast a short time after the men dropped the victim off near her home.
Both appeared to have been drinking, and two bottles of vodka — one empty and one half full — were found inside the truck, police said.
