Position open with Civil Service

The city’s Civil Service Commission is looking for a new administrator, and those interested in the job have until Friday to apply.

As it’s done for several other management positions, the commission will determine the qualifications of candidates based on their professional and educational experience rather than have them take written examinations.

The three-member commission wants to have a new administrator by July, but that will depend on how many apply for the job, said James Messenger, its president.

The commission will reduce the number of finalists with Mayor Charles Sammarone making the appointment, Messenger said.

Jennifer J. Lewis resigned May 18 as administrator after 11 years on the job to be the manager of processing employee records at Youngstown State University.

The commission wants to hire a temporary administrator while it looks for a permanent replacement, Messenger said.

“It’s not that easy to find” someone to take that job for a short period of time, he said.

With the departure of Lewis, the office was down to one secretary/office assistant. The commission recently hired a part-time assistant.

The administrator job pays $57,666.44 annually, the same base-pay salary Lewis received.

The job’s main duties are preparing and administering civil-service tests, and supervising the work needed for the office to properly function, according to the job announcement.

Candidates for the job must have a bachelor’s degree in human resource management, organizational psychology or related field with a master’s degree or juris doctorate preferred.

Also, candidates need at least three years of supervisory or managerial experience, extensive knowledge of municipal civil-service law, the ability to develop and prepare entry-level and promotional exams, knowledge of state and federal employment laws and regulations, among other requirements.

Those wanting to apply must return applications along with information on their education and work experience to the commission’s office on the 7th floor of city hall, 26 S. Phelps St., no later than 4 p.m. Friday. The office is open weekdays from 8 a.m. to 4 p.m.
