Campbell voters will consider a 3-mill additional levy for street paving in November.

City council voted 4-1 Wednesday to put the levy, which would generate new taxes, on the fall ballot.

Council member Bryan Tedesco cast the dissenting vote. He said he believes a police-and-fire levy that will be up for renewal next year is more important, and he doesn’t want to jeopardize its chances of passing.

The new levy would generate $197,285 a year for five years. A mill generates $1 for every $1,000 of assessed property value.

The city wanted to take $200,000 from its cash reserve to pave sections of certain streets, but the state commission that oversees the city because it is in fiscal emergency would not approve using that money for the paving, said Michael Evanson, the city’s finance director.

The cash reserve is for one-time expenses.

At its meeting, council also passed an ordinance that will allow it to have a balanced budget.

The ordinance approves amending the city’s 2012 certificate of estimated resources from the Mahoning County auditor.

In February, the city found out the auditor reduced the amount of property tax revenue it will get by $150,000, Evanson said.

That reduction meant the city’s budget was not balanced. Evanson said he reviewed the budget and determined there was additional revenue to offset the reduction.

He determined the city’s revenues were underestimated by $191,999 in the general fund. He reported an additional $37,000 among four other funds, and he will ask the auditor to amend the certificate.
