Youngstown civil-service leader quits

After 11 years as the city’s Civil Service Commission administrator, Jennifer J. Lewis is resigning, effective May 18, to take a job at Youngstown State University.
“I enjoyed my time working for the city,” Lewis said. “There are a lot of nice people here. I’ll miss working here. But I’m moving on to a better opportunity.”
Lewis will be the manager of processing employee records at YSU.
The three-member commission will meet in executive session today to discuss Lewis’ resignation and the process for replacing her.
Attempts Tuesday by The Vindicator to reach the three members — James Messenger, Alfred Fleming and Alfred Coward — were unsuccessful.
The commission likely will ask those interested in replacing Lewis to submit resumes detailing their qualifications and experience rather than give a written civil-service test, said Deputy Law Director Anthony Donofrio.
The city has used the former process in recent years to fill management positions instead of the written exam.
The commission also needs to find a temporary replacement for the job, Donofrio said.
What isn’t clear is the appointing authority for the permanent replacement, Donofrio said.
It’s either the commission or Mayor Charles Sammarone, he said.
Lewis earned $57,666 in base-pay salary last year. Her total income for 2011 from the city was $61,474.
The additional income was for overtime and bonuses for having a college diploma and for longevity pay, according to payroll records provided by the city’s finance department.
