Pa. borough OKs ordinance to restrict dog tethering


WEST YORK, Pa. (AP) — A central Pennsylvania borough’s new ordinance restricting the constant tethering of outdoor dogs is being described as a first for the state.

The York Dispatch reported today that the West York Borough Council voted on Monday to require people who keep their dogs outside all day, every day, to build kennels or take them inside.

The state director of the Humane Society of the United States says West York is Pennsylvania’s first municipality to restrict tethering.

The new ordinance also requires people to take their dogs inside during severe weather events, such as a heat advisory or blizzard.
