12 of 29 applicants do not qualify for civil-service position

The city’s next Civil Service Commission administrator will “definitely” be hired before the end of July, Mayor Charles Sammarone said.
“I want to get it done as soon as possible,” he said.
The job attracted 29 applicants, including nine city employees and Jonathan Huff, executive director of the Youngstown Human Relations Commission. Huff is a Greater Warren-Youngstown Urban League employee who handles the city’s HRC through a contract with the league.
Among the city employees who applied are Martha Kane, human-resources supervisor; Jennifer Jones, litter control and recycling coordinator; and Angela Frederick, municipal court assignment commissioner.
Of the 29 who applied, a preliminary review shows that 12 of them don’t have the qualifications required for the job, said Anthony Donofrio, deputy law director.
Candidates for the job must have a bachelor’s degree in human-resource management, organizational psychology or related field with a master’s degree or juris doctorate preferred.
Also, candidates need at least three years of supervisory or managerial experience, extensive knowledge of municipal civil-service law, the ability to develop and prepare entry-level and promotional exams and knowledge of state and federal employment laws and regulations, among other requirements.
The position opened when Jennifer J. Lewis, who had the job for 11 years, resigned last month to be the manager of processing employee records at Youngstown State University.
The administrator job pays $57,666 annually, the same base-pay salary Lewis earned.
The job’s main duties are preparing and administering civil- service tests, and supervising the work needed for the office to properly function, according to the job announcement.
The commission chose Matilda Sepulveda, a longtime civil-service department employee, as the temporary commissioner until a replacement is chosen.
The commission is in the process of determining the qualifications of candidates based on their professional and educational experience. After a list is compiled that ranks the candidates, Sammarone will hire Lewis’ replacement. The commission includes Atty. James Messenger, Atty. Alfred Fleming and the Rev. Alfred Coward.
