Youngstown Police Chief Rod Foley said the number of shooting victims is a better indicator of violent crime than homicides. Here are the numbers of shooting victims and homicides in the city from 2009 to 2011:

2009: 189 shooting victims, 24 homicides.

2010: 155 and 21

2011: 144 and 23
