Kobly to replace Douglas on board

Mahoning County commissioners have appointed Judge Elizabeth Kobly of Youngstown Municipal Court to replace the retiring Judge Robert Douglas on the county’s corrections planning board, which concerns itself with the county jail and probation and community corrections systems.
The board has members representing the local judiciary, the commissioners and mental-health board and the Mahoning- Columbiana Training Association.
Patrol to identify problem crash sites
HOWLAND
The Southington Post of the Ohio State Highway Patrol will begin Problem Site Identification enforcement efforts on state Route 46 in Howland Township to address a high number of crashes, specifically injury crashes.
Lt. Brian Holt, post commander, said the area did not have any fatal crashes, but it had more injury crashes in 2011 than any other location in Trumbull County.
“It is our goal to minimize traffic crashes, which subsequently reduces injuries and property damage, through zero-tolerance enforcement of crash-causing violations,” Holt said.
State troopers will patrol the area at all hours, watching for the crash-causing violations such as failure to yield and following too closely.
Park road closings

These Mill Creek Park roads will be closed from about 10 a.m. until about 1 p.m. Sunday for the Bark for Life event benefiting the American Cancer Society: Cross Drive, Bears Den Drive and West Drive.
Facing charges

A 24-year-old township man will appear in court Tuesday, accused of driving with a blood-alcohol level more than three times the legal limit.
James Myers IV is charged with operating a vehicle under the influence of alcohol after police said Myers nearly hit an officer’s cruiser head-on while driving on Mathews Road about 3 a.m. Friday.
Police stopped the vehicle, and Myers agreed to take a portable breath test, which registered his blood-alcohol level at 0.257, according to reports. The legal limit in Ohio is 0.08.
Niles residents cited
NILES
Residents of Mason and South streets were cited for misdemeanor discharging a firearm in the city limits and allowing dogs to run at large after a 49-year-old man fired a shotgun near his neighbor’s dog Thursday afternoon.
Police cited James Julian of South Street on the gun charge, while his neighbor, Caroline Lucariello, 39, of Mason Street, was cited for the dog charge.
Lucariello told police her dog broke its leash and ran into the neighbor’s yard at 4:20 p.m., causing Julian to fire the gun, which endangered her and the dog.
Julian told police the dog has an “aggressive history” and that he yelled at the dog several times before he fired the shot at the ground about 50 feet from the shared property line at the rear yards of his and Lucariello’s properties.
The dog fled from his yard after he fired, Julian said.
