$75K bond set for driver charged with felony assault

A 41-year-old Youngstown woman, who police said tried to run over two officers and a 25-year-old woman, is being held at the Mahoning County jail on $75,000 bond.

Judge Robert A. Milich of Youngs-town Municipal Court arraigned Charlotte Moreland, of Elbertus Avenue, on Monday on three counts of felonious assault.

Misdemeanor charges of driving with a suspended license and reckless operation were dismissed today by the city prosecutor without prejudice, meaning they can be reinstated.

A preliminary hearing on the assault charges is scheduled for 1:30 p.m. Monday.

Moreland has an extensive criminal record, dating back to 1995. Mahoning County court records show she’s been convicted of arson, carrying a concealed weapon, receiving stolen property, theft and public intoxication.

She’s also been charged with endangering children, misdemeanor assault, criminal damaging, obstructing a police officer, domestic violence and disorderly conduct, according to the county sheriff’s department.

Police say Moreland purposely crashed her car Sunday on West Princeton Avenue into a vehicle owned by a 25-year-old woman, who was talking with two officers about a theft.

Another woman was in the 25-year-old’s car when Moreland drove her car into it, police said.

The 25-year-old woman and two police officers had to jump out of the way not to get hit by Moreland’s vehicle. She also crashed her car into a nearby cruiser.

Moreland and a passenger said the 25-year-old woman and the woman in her car “jumped” them at the nearby Jokers Wrath Motorcycle Club, and they were challenging the two to a fight, according to a police report.

Police said they chased Moreland in the damaged cruiser, got her to stop and ordered her and her passenger, who wasn’t charged, out of her car at gunpoint.

No one was injured.
