Poland Twp. hires 2 for the roads

Township trustees hired the interim road superintendent to stay in the position permanently.

Tom Monus, an eight-year township road department employee, began serving as road superintendent, or road working foreman as its listed in the union contract, Dec. 1 after the previous road superintendent retired.

Monus will receive a salary of $28.58 per hour or about $59,400 annually, said Fiscal Officer Joseph Granitto. Trustees also approved Mark Delsignor on Tuesday to be assistant road superintendent. Delsignor will receive a salary of $25.75 per hour or about $53,500, Granitto said.

The hirings come after three road employees — former road superintendent Joe Juillerat, and former assistant road supervisor Steve Cramer and truck driver Darren Goodin — were disciplined for doing personal work on public time.

Juillerat retired Nov. 30, as was planned before the investigation, and received an annual salary of about $60,486.40.

Cramer received an annual salary of about $54,600 as assistant superintendent.

Cramer, who was demoted to an operator, and Goodin returned to work last month after serving a 15-day suspension and are banned from applying for any supervisory position in the township, trustees said.

Monus bid on the job, which was posted internally per union contract, said Administrator Jim Scharville, adding that the road superintendent is a member of Teamsters Local Union 377.

In other business, Granitto gave trustees the annual financial report with the township finishing the year in the black.

The township brought in $2,824,458.76 and spent $2,738,858.84, he said.

The township saw an extra boost in estate tax, collecting about $225,000 in 2011, said Granitto, who usually budgets for about $100,000 annually in estate-tax income.

But he also reminded trustees that the estate tax will be eliminated in 2013.

Trustees also voted on a new meeting time, which will be 5 p.m. on the second Wednesday of each month.

Trustee Mark Naples was chosen board chairman and Robert J. Lidle Jr., vice-chairman. Trustee Eric Ungaro will represent the township on the Western Reserve Joint Fire District board.
