Farrell standoff ends in surrender

A two-hour standoff Monday ended with a 17-year-old suspect, who police said ran inside a home just after shooting a man, surrendering to police.
Police said Lewis Brewer, of 509 W. North St. in New Castle, shot James White, 18, in the leg about 2:20 p.m. as he entered 1020 Hamilton Ave.
Brewer fled to 1040 Hamilton Ave., where he waited out the standoff before surrendering, according to a release.
Street cameras filmed Brewer shooting White, police said.
Police charged Brewer with aggravated assault, recklessly endangering another person and having firearms not to be carried without a license.
