Trumbull County Children Services is doing better in this review than in 2009 on its initial contact and ongoing contact with alleged child-abuse victims.

The review found fault with two of the 11 reviewed “non-emergency reports of child abuse or neglect,” saying in one case, there was no attempt made to see the child within the 72-hour time period mandated by Ohio law. It took an extra day.

In six of 20 cases reviewed on the basis of whether a child can be safely maintained in their home, the report found fault with risk assessments and safety management.

In one of the six cases, agency staff decided to close a case before receiving all of the documentation needed to be sure that the parent had received necessary drug treatment, the report said. “Risk and safety determinations were often documented informally within case activity logs,” the report said.

The report in several areas mentioned a failure by Children Services to adequately address the role of the father in case plans.
