Trustees were busy at their last meeting of 2012, including promoting and hiring in the fire department.
The board Wednesday promoted Bill Glaser to captain from lieutenant in the fire prevention bureau. Trustee Chairman Brad Calhoun said Glaser ranked No. 1 on the captain’s test and returns to fire suppression from prevention.
Glaser’s old job will be posted and a lieutenant’s test will be offered, Calhoun said. The captain’s position opened after Capt. Don Kloes was promoted to assistant chief after the retirement of Assistant Fire Chief Joseph Rosky in July.
The board also approved a conditional offer of employment for Nathan Miller of Stow, to become a full-time firefighter. Miller is a part-time firefighter in Stow and was ranked No. 1 on Boardman’s most recent civil- service list, Calhoun said.
Miller’s hiring is to replace firefighter Cliff Phillips who resigned Dec. 7. The township still is bound by terms of a federal Staffing for Adequate Fire and Emergency Response grant that requires staffing levels to remain the same as when the grant was accepted, which for Boardman is a minimum of 38 full-time firefighters.
The starting annually salary for firefighters is $24,000, and under contract, it takes firefighters 22 years to reach their full pay of about $57,300 annually.
Trustees also approved using Lane LifeTRANS for single-provider emergency medical and ambulance services in the township.
Calhoun said the contract is at no cost to the township. The township currently has firefighters responding to all medical calls and uses three private ambulance companies on a rotating basis.
“We believe it will provide a better service and there ultimately will be some cost savings because we predict in time we will take the fire trucks out 2,500 less trips a year,” he said.
Based on recommendations from Fire Chief George Brown, trustees heard from Lane and Rural Metro before making a decision.
Lane will be required to have two base locations in Boardman and a response time of within six minutes 85 percent of the time and under eight minutes 90 percent of the time.
In other business, the board opened bids for Phase II of the 2013 Boardman Lake detention basin and Aylesboro Avenue storm sewer project. Eight local companies submitted bids ranging from $378,550 to $660,550.
Trustees asked engineer Gary D’orio to review the bids and are expected to award a contract in January.
