Commission takes control of Youngstown schools budget
With the Youngstown City Schools poised to spend $1.5 million more next year than it will take in, the Academic Stress Commission has taken over budget authority of the school district.
The commission will approve all expenditures exceeding $5,000 and all contracts.
The bulk of the problem stems from the health insurance, which is self-funded. The district has been underfunding its health insurance since 2008.
