Arrest made in New Castle homicide

NEW CASTLE, Pa. — City police today arrested and charged Marcus Best, 24, of New Castle, for the Aug. 3 shooting death of Marcus Smith, 36, who was gunned down in the parking lot of the Elks Club on Home Street.

Best is charged with criminal homicide, two counts of aggravated assault, possession of instruments of a crime and recklessly endangering another person.
