Environmental Liability Transfer of Missouri is a “backup bidder” to C.J. Betters Enterprises in Monaca, Pa. to obtain the Warren mill of RG Steel, The Baltimore Sun reports.

C.J. Betters had the “winning” bid for the Warren mill at $17 million, but a hearing Wednesday in U.S. Bankruptcy Court may determine whether the bid by Betters or Environmental Liability Transfer will win out, according to 21 WFMJ-TV, The Vindicator’s broadcast partner.

Environmental Liability Transfer, a redevelopment firm, was the high bidder for the RG Steel Sparrows Point, Md., mill at $72 million.
