A consulting group is recommending to Ohio regulators that it grant an operating license to a company slated to open Ohio’s first casino next month.

Spectrum Gaming Group presented a summary of its report Wednesday to the Ohio Casino Control Commission. It includes the company’s financial background.

The report says Rock Ohio Caesars, a joint venture between two separate companies, meets all the criteria to receive an operating license. But it also recommends the commission review one of those two companies’ financial stability in a year.

The commission will soon decide if Rock Ohio Caesars can proceed with its May opening of Horseshoe Casino Cleveland. That is one of four voter-approved casinos in Ohio and the first expected to open.

Casinos also are planned in Cincinnati, Columbus and Toledo.
