YOUNGSTOWN

A Mahoning County grand jury has indicted 10 people — two from the Bronx, N.Y., a Bristolville man and seven Youngstown residents — on charges related to a heroin- distribution ring operating in the Mahoning Valley.

The grand jury handed up the 12-count indictment Thursday against the 10 on heroin possession or trafficking, or both, saying the offenses occurred between April and September this year.

“We’ve dismantled, temporarily at least, the organizational structure” of the ring responsible for bringing a street value of about $1 million worth of the drug to the Valley, said city police Patrolman Robert Patton of the Mahoning Valley Drug Task Force, who was the lead investigator in the case.

Charged with heroin possession and trafficking and engaging in a pattern of corrupt activity were Jean M. Aviles-Rosario, 30, and Aldinton A. Valerio-Urena, 33, both of the Bronx, and Vernon Bauduin, 35, of Bristolville.

Charged with heroin trafficking was Stephen Marshall, 46, of North Bon Air Avenue, Youngstown.

Heroin-possession charges were lodged against these Youngstowners: Abby Vasquez, 31, of Cooper Street; Brandon T. Jackson, 32, of Stiles Avenue; Tina M. Anderson, 29, of Magnolia Avenue; Jose Flores, 39, of East Indianola Avenue; Lawrence Lawrence, 57, of Cambridge Avenue; and Robert A. Ossenfort, 34, of North Truesdale Avenue.

The indictment also includes forfeiture specifications for a car and a van reportedly linked to the illegal enterprise and $799 in alleged proceeds from the enterprise. The Bronx residents transported heroin here in a secret compartment in the van, Patton said, adding that the undercover investigation of this case began in late April.

The Bronx residents, who are now in Mahoning County jail, supplied heroin to Freddie Fred, 35, of Morley Avenue, Campbell, who supplied the others listed in this indictment, Patton said. Fred, who was charged separately, pleaded guilty Wednesday to drug trafficking before Judge R. Scott Krichbaum of Mahoning County Common Pleas Court and will be sentenced at 9 a.m. Dec. 15.

“This enterprise existed for the purpose of obtaining heroin, packaging it, transporting and selling it to users, most of which purchased the illegal drug for profit at various locations” in Mahoning and Trumbull counties, Thursday’s indictment alleges.

In addition to those listed in this indictment, others will be charged, Patton said.

The Bronx residents “were large-scale heroin suppliers to this area,” said Martin P. Desmond, an assistant county prosecutor assigned to the drug task force.

Indicted in an unrelated matter was Kelly Neff, 50, of Pointview Avenue, on two fourth-degree felony counts of failure to confine or restrain a vicious dog in a Sept. 1 incident, in which a city police officer was bitten on his hand and a girl was bitten on her arm by a pit-bull dog.
