Suspect in two murders twice avoided prison time

The 31-year-old man accused of murdering his parents in their Warren home on Saturday pleaded guilty to two felonies late last year, but he was sentenced to five years’ probation on each of them by two Trumbull County Common Pleas Court judges.
Louis R. Mann was arrested late Saturday afternoon at a Howland motel soon after police found his parents, Philip and Fran Mann, dead in their residence at 1686 Jefferson St. SW in Warren.
Mann, who is lodged in Trumbull County jail, is expected to make his initial appearance by video today in Warren Municipal Court in connection with the slayings.
Meanwhile, the city police log shows the Jefferson Street Southwest house was burglarized the night after its occupants were found dead.
A television set with blood all over it was taken, along with other valuables, Phil Mann, step-brother of the suspect, told 21 WFMJ-TV, The Vindicator’s broadcast partner.
On Oct. 12, 2010, Mann pleaded guilty to a receiving stolen property charge that had been reduced from a fourth-degree felony to a fifth-degree felony. On Nov. 16, Judge Andrew D. Logan sentenced him to five years’ probation.
In a separate case, Mann’s second-degree felony burglary charge, for which he could have been imprisoned for two to eight years, was reduced to a charge of breaking and entering, a fifth-degree felony carrying a maximum possible prison term of one year.
In that case, Mann pleaded guilty to the lesser charge on Oct. 4, 2010, and was sentenced to five years’ probation on Nov. 22, 2010, by Judge Peter J. Kontos.
Also in 2010, a 51-year-old Newton Falls woman sought a civil stalking protection order against Mann in Trumbull County Common Pleas Court, but, in March 2011, Judge Logan upheld Magistrate Patrick F. McCarthy’s decision to dismiss the complaint because the woman failed to demonstrate that she was being stalked.
Mann was arrested about 5:30 p.m. Saturday at the Capri Motel, 8033 E. Market St. in Howland. The car Mann was driving, a 1982 Cadillac Deville, belonged to his parents, police said.
A motel manager said Mann and a woman he was with rented a room at about 2 p.m. Saturday.
At about 4 p.m., police put out an alert to all law enforcement with Mann’s description and warned that he was likely armed and dangerous and driving the yellow Cadillac.
Capt. Janice Gilmore of the city police said: “It was a violent death.” However, police declined to provide details concerning the manner in which the victims were slain.
Police found the bodies inside the home after being called Saturday afternoon and asked to check on the welfare of the occupants. Officers had to enter the residence through a side window, Gilmore said.
